ARLINGTON VA, USA -- HEALTHCARE UPDATE NEWS SERVICE™ -- AUGUST 21, 2026: This event features Abe Sutton (Invited), the current Director of the Innovation Center at the Centers for Medicare and Medicaid Services (CMS), whom Paragon President Brian Blase will introduce.
Joining the conversation are Paragon's Demetrios Kouzoukas, former director of Medicare at the Centers for Medicare and Medicaid Services (CMS) from 2017 to 2021, and Jackson Hammond, senior policy analyst who authored our study on reforming the Innovation Center.
The CMS Innovation Center was created to test new approaches to health care payment and delivery. The Center is taking a new strategic approach under the Trump administration: emphasizing evidence-based prevention, choice, and competition. The administration's goal is to improve incentives and deliver meaningful savings.
The Innovation Center's historic track record has been disappointing, particularly with respect to savings. The Congressional Budget Office found that CMMI's activities increased federal spending by $5.4 billion during its first decade and projects that they will continue to increase spending through 2030.
Paragon's conversation with Sutton will examine how the Innovation Center is approaching model design, patient choice, competition, prevention, and taxpayer savings through specific initiatives including WISeR (Wasteful and Inappropriate Service Reduction), ACCESS (Advancing Chronic Care with Effective, Scalable Solutions), ACO REACH, LEAD, and Ambulatory Specialty Models.
The discussion will also consider lessons from the Innovation Center's history, recent changes under Sutton's leadership, and the Innovation Center's potential role in much-needed Medicare and Medicaid reform.
